Permainan ini dirilis tanggal 15 November 2011 di Australia dan Amerika Utara, dan dirilis tanggal 18 November 2011 di Eropa untuk Microsoft Windows, PlayStation 3, dan Xbox 360. Permainan ini merupakan judul ketiga dalam seri permainan Saints Row, setelah perilisan Saints Row 2 tahun 2008. Seperti dalam Saints Row 2, pemain mengkontrol pemimpin Third Street Saints. Dunia dalam permainan ini adalah kota fiktif Steelport, dan cerita berpusat pada perang antar geng Saints dengan tiga geng lainnya, Morningstar, Deckers, dan Luchadores.
